He is currently licensed to practice law in the federal court and barred in Tennessee and Guam, USA.

Attorney Williams was born in South Carolina, and grew up in Tennessee prior to enlisting in the United States Air Force in 1982. He was educated at the University of Maryland, the University of Oklahoma, Samford University and Cumberland School of Law, and graduated with a Juris Doctorate degree in 1991.
